MB: More Questionable Contracts at Winnipeg's City Hall

This morning Brian Kelcey, founder of State of the City Research, sent out a pretty damning letter that should shake things up down at Winnipeg's City Hall. 

In short, it details another example of untendered contracts - for sizeable sums - at the City of Winnipeg. This time it's for work on the new police headquarters. In addition, the letter also describes very sizeable cost overruns (on the consulting side) despite an apparent lack of authority for such cost overruns.

Throw in some interesting dynamics between a fox seemingly in charge of watching the henhouse and you have quite the doozy of a read.
